Wisconsin Planned Parenthood to Stop Abortions Amid Medicaid Concerns
In a move that has sparked controversy, Planned Parenthood of Wisconsin (PPWI) announced it will no longer schedule abortion appointments beyond September 30. This decision comes as the organization faces potential loss of Medicaid funding due to a provision in the GOP budget law enacted this summer.
According to two sources, PPWI is halting abortions to remain eligible for Medicaid reimbursements under the Congressional budget's defund provision. The provision bars organizations that provide abortions on or after October 1 from receiving Medicaid funds for one year if they received more than $800,000 in Medicaid reimbursements in fiscal year 2023.
"This decision was not made lightly," said PPWI President and CEO Tanya Atkinson. "We are committed to providing essential healthcare services to our patients, but we must also ensure the long-term sustainability of our organization."
The change comes after Planned Parenthood Federation of America president and CEO Alexis McGill Johnson confirmed during a press call on September 12 that the organization created an option for affiliates to drop abortion services if they faced financial constraints.
PPWI is the first known affiliate to drop abortion services in the wake of the law, which may also be the first Planned Parenthood affiliate to halt abortions after the 2022 Dobbs decision in a state where such care remains legal. The move has sparked both praise and criticism from various stakeholders.
"This is a victory for pro-life advocates who have been fighting against taxpayer-funded abortion," said Wisconsin Right to Life Executive Director Heather Weininger. "We commend Planned Parenthood of Wisconsin for making this difficult decision."
However, reproductive rights activists argue that the decision will disproportionately affect low-income women in Wisconsin who rely on PPWI for essential healthcare services.
"This is a devastating blow to women's health and autonomy in Wisconsin," said NARAL Pro-Choice America State Director Shannon O'Neil. "Planned Parenthood of Wisconsin should continue to provide abortion services, not cave to pressure from politicians."
The current status of the situation remains uncertain as PPWI continues to navigate the complexities of the Medicaid funding provision. The organization has stated that it will continue to provide other essential healthcare services, including birth control and STI testing.
