The proposed change aims to reduce road fatalities and serious injuries, with a target of 65 fewer deaths or serious injuries overall in the next decade, and a reduction of 70 for children under 16. Government statistics indicate that approximately one-fifth of all deaths or serious injuries resulting from car crashes in 2024 involved a young, newly licensed driver.
The Department for Transport (DfT) believes that a mandatory learning period would allow learner drivers to gain more experience and develop crucial driving skills, including driving in diverse conditions. The consultation will consider whether the minimum learning period should be three or six months. This period would encompass both formal driving lessons with instructors and informal practice with parents or guardians.
The DfT will be seeking feedback on the proposed length of the mandatory waiting period, considering the potential impact on learner drivers and the driving instruction industry. The consultation will also explore how the rule would be enforced and how exemptions, if any, would be handled.
