Global Concerns Rise Over AI Safety, Nuclear Treaty Expiration, and Geopolitical Tensions

Yoshua Bengio, the report's chair and Turing Award-winning scientist, confirmed that, unlike last year, the United States declined to support the report. The New Strategic Arms Reduction Treaty (START), signed in Prague on April 8, 2010, by then-Presidents Barack Obama and Dmitry Medvedev, committed both nations to major nuclear arms cuts. Under the treaty, the former Cold War foes were allowed a maximum of 1,550 deployed warheads, about 30 percent lower than a limit set in 2002. It also imposed limits on the air and submarine-borne intercontinental ballistic missiles that carry warheads. The expiration of this treaty raises the specter of a renewed arms race between the two nations.
