The procedural vote was narrowly cleared 217-215, with Republican Rep. Thomas Massie of Kentucky voting against it along with all Democrats, according to ABC News. The vote was held open for approximately 45 minutes.
According to ABC News, Speaker Johnson, facing a tight margin, could only afford to lose one Republican vote with all members present. The legislation includes five full-year spending bills. Democrats are seeking reforms to immigration enforcement agencies like ICE, which remains a point of contention, CBS News noted.
