The announcement came as Minnesota officials testified before the Senate Homeland Security Committee on Thursday regarding the Trump administration's recent immigration crackdown in Minneapolis. Minnesota Attorney General Keith Ellison, Rep. Tom Emmer, state Rep. Harry Niska, and Paul Schnell, the commissioner of the Minnesota Department of Corrections, were among those who testified. A second panel featured testimony by Todd Lyons, the acting head of Immigration and Customs Enforcement; Rodney Scott, the commissioner of Customs and Border Protection; and Joseph Edlow, the director of U.S. Citizenship and Immigration Services, according to CBS News.
The crackdown has led to increased scrutiny and, according to a CBS News analysis of court records, a record number of detained immigrants are choosing voluntary departure from the country. Last year, 28% of completed immigration removal cases among those in detention ended in voluntary departure, a higher share than in any year prior. The percentage of voluntary departures among those detained grew nearly every month of 2025, reaching 38% in December.
In response to the administration's actions, Democratic Sens. Elizabeth Warren of Massachusetts and Chris Coons of Delaware are introducing new legislation aimed at strengthening oversight of ICE and CBP. The bill, named the ICE Accountability Act, seeks to create an independent watchdog commission to conduct oversight of federal immigration enforcement agencies. "After the Trump administration's immigration agents shot and killed U.S. citizens, the American people are demanding accountability," Warren stated, according to CBS News.
