England will launch a new £1 billion emergency cash fund in April. The Crisis and Resilience Fund will provide financial aid to low-income individuals. People facing unexpected financial shocks can apply through their local council.
The fund replaces the temporary Household Support Fund, which expires at the end of March. It aims to help those experiencing sudden income loss or unexpected expenses. Councils can distribute funds regardless of benefit status. The scheme will run annually for the next three years.
The Local Government Association previously surveyed councils. Most councils expressed concern that the funding level is insufficient. They believe it will not adequately meet local welfare needs.
The Household Support Fund was established in 2021 and repeatedly extended. The new fund represents a significant change in approach with the introduction of direct cash payments.
Councils will begin accepting applications in April. The government will monitor the fund's impact on local welfare needs.
